COUNTRY LEAD – ESTONIA

Position Description:
The Country Lead – Estonia will lead all aspects of Sayara’s project delivery in Estonia and must be capable of conducting empirical analysis independently, and in collaboration with the broader Eastern Europe team. The selected candidate must demonstrate a high aptitude for successfully completing robust mixed-methods analysis. They should have a proven track record of high-quality quantitative and qualitative data analysis, quality control, writing reports in English on research findings, and presenting results to clients. The Country Lead will also be responsible for all administrative functions within Estonia, such as communications with partners and sub-contractors. Sayara’s Country Lead – Estonia will report to the Monitoring and Evaluation (M&E) Manager – Eastern Europe.

Our teams of professionals are based in field offices in Khartoum, Kyiv, and Nairobi, with support from our offices in London, Madrid, Marseille, and Warsaw.
Sayara’s Eastern Europe team is comprised of experienced, in-house local experts (country-level leadership and program staff) across the region, plus an array of expert consultants with a variety of skillsets and local knowledge. Sayara’s network in the region extends to think tanks, academia, and other local partners. Our Eastern Europe regional team operates from Ukraine, Poland, Georgia, and the Baltic countries, and conducts projects in the Baltics and Eastern Partnership countries.
Key Areas of Responsibility:
- Conduct literature reviews, and draft concept notes and inception reports.
- Analyze data, including statistical analysis and qualitative analysis.
- Conduct media monitoring using assigned software tools.
- Write comprehensive analytical reports in English.
- Support proposal development.
- Prepare research instruments: Key Informant Interview Guides, Focus Group Discussions Guide, Survey Questionnaires, M&E Frameworks.
- Coordinate all country-level program operations.
- Coordinate program activities and tasks with local stakeholders.
- Monitor and supervise local sub-contractors and other partners.
- Support the Regional Manager with project reports, independently draft report sections, and coordinate inputs with local researchers.
- Support Sayara’s Business Development team in developing background information for proposals.
- Conducting local recruitment of staff to work on Sayara’s projects in the respective countries.
- Support research activities.
- Attend project meetings.
- Prepare progress reports for clients.
- Prepare other articles, reports, and presentations.
- Other tasks as assigned.
Required Qualifications/ Skills:
- Minimum master’s degree (B.A. with significant relevant prior experience may be considered) in social science, political science, international affairs, development, or another relevant field.
- Minimum two years of experience in research and/or analysis.
- Strong qualitative and quantitative analytical skills, and experience of designing and managing mixed-methods research in support of practical outcomes in a volatile environment.
- Strong quantitative data analysis using SPSS or similar statistical software, including multivariate analysis.
- Strong qualitative analysis, including use of qualitative analysis software.
- Experience with media monitoring tools.
- Experience writing user-friendly, evidence-based reports for use in development programs.
- Experience in monitoring and evaluation (humanitarian work and/or development programs).
- Ability to work independently and with minimal supervision and to consistently meet deadlines.
- Ability to work long hours when needed and to take on tasks that may be outside of the express terms of reference.
- Strong commitment to high-quality work and integrity in all interactions.
- Excellent interpersonal skills and the ability to engage appropriately with various audiences.
- Excellent English-language writing skills (a writing exercise will be part of the hiring process).
- Fluency in Estonian and Russian.
Location & Travel:
Remote work possible, ideally based in Eastern Europe. Some travel may be required. The Sayara International team has regional hubs and additional staff based in many locations worldwide.
Salary:
Salary will be locally competitive and dependent on experience.
Job Type:
This is a full-time position (40 hours per week), Monday-Friday.
Duration:
The Country Lead – Estonia will be offered a one (1) year employment contract, with a four (4) month probation period and the option for renewal, based on the discretion of, and mutual agreement between Sayara and the Country Lead – Estonia.
